200+ Canadian Organizations Calling for Canada to Support ICJ Order to Stop Assault on Rafah

Today, the International Court of Justice (ICJ) ordered Israel to stop its assault on the city of Rafah that has already cost far too many innocent lives. We are calling upon Canada to reiterate our call for a ceasefire by supporting that ruling loudly and clearly today. If Canada does not, then we take another step towards signalling a blatant disregard for the international rules-based order.

The ICJ called upon Israel for the following measures as well, in conformity with Israel’s obligations under the Convention on the Prevention and Punishment of the Crime of Genocide, and in view of the worsening conditions of life faced by civilians in Rafah:

• Immediately halt Israel’s military offensive, and any other action in the Rafah Governorate, which may inflict on Gazans “conditions of life that could bring about its physical destruction in whole or in part”;
• Keep the Rafah crossing open for unhindered provision at scale of urgently needed basic services and humanitarian assistance; and
• Take effective measures to ensure the unimpeded access to the Gaza Strip of any commission of inquiry, fact-finding mission or other investigative body mandated by competent organs of the United Nations to investigate allegations of genocide.

More than 900,000 Palestinians have been displaced in just two weeks and lack water, food, and shelter. The President of the ICJ has openly called the humanitarian situation in Rafah ‘disastrous’.

Let us be clear: with tens of thousands of Palestinians killed, with the majority being women and children, and more than 80,000 wounded since the start of the IDF’s assault on Gaza, more than ever, now is the time for action. It is time for Canada, days after the application to the ICC for arrest warrants against Netanyahu, to respect the work of the ICJ and support accountability to be sought from all leaders implicated in war crimes connected to the conflict. That means, additionally, the impositions of sanctions against the Netanyahu government and ensuring that in addition to the current cessation of weapon export permits, there is a full two way weapons embargo.

If Canada truly believes in a sustainable ceasefire, then it is necessary to support the ICJ’s order for a cessation of hostilities in an extremely densely populated area where more than 1.8 million people are currently seeking shelter.

We the undersigned are asking for Canada to unequivocally accept the ICJ’s ruling, in line with Canada’s call for a ceasefire, and support the call for halting its offensive in the southern Gaza city of Rafah and withdraw from the enclave.
